Bad Kids and Broken Windows (New To Investing? - Ask Away)

I was talking to an investor who just rehabbed a property and during the process had kids at the nearby school throw rocks through his front windows twice. He is therefore interested in getting out of that property. I was wondering what should someone do who is in that situation. Is there insurance to protect against that? Do you set out cameras and try to catch the kids if they did it again? Or is that a neighborhood one that I should avoid? I would love the advice of experienced investors.
